Don't understand the logic of die die must use top brand but not enough budget. That top brand is good no doubt, but is it affordable? Does it bring value for money to your situation? Are you sure it is the ONLY choice that give the same level of performance?
Why not consider cheaper yet same level of quality/performance (as per what you have laid out) alternatives? Some other choices that come across my mind but not exhuastive that offer 195/55R15 in mudah/shopee/lazada without breaking your bank

In terms of touring tyres for this size, I think it's either the Ventus Prime 3 or Assurance Triplemax 2. Not sure which one is better between the two, hopefully others can chip in their opinion.

In terms of performance they are similar, albeit VP3 is more expensive. For UHP, PS3 would be the best. The next best thing for me I would prefer Yokohama Advan Fleva V701 or Toyo Proxes TR1. RE004 although has some improvements across the board compared to RE003, however the wet handling, grip & brake improvements are not good enough, which were the weakpoints for RE003. Whether it is worth your money or not is rather subjective, but each is not that far from the others. Browse around mudah/lazada/shopee to get the best price. You can throw a few other candidates mentioned b4 by other kind forummers for e.g. GY ATM2, Toyo CR1 etc If I were to choose, Cheapest with good independent test result --> Hankook Kinergy Eco2 K435 Slightly better performance without breaking the bank --> GY ATM2 or Hankook VP3
