For smaller countries like South East asean countries, one of the purpose of buying a weapon is for them to have some defensive threats against their neighbors. Mamakdei don't like buying weapon if it can't be a threat against our neighbors which is a legit point imo.

US restricts it for all the fighter jets (and other military tech.) i believe. ten years ago there were news that F-35 codes were said to be not available even to the EU countries that co-financed it.

There were also news before that US offering some part of the codes to Japan to help them develop their own fighters.

Most likely they can overwrite controls anytime they want on the worst case.

So nothing new here.
