The term "executive" usually means that they can make decisions on whatever limited their degree is, as compared to lower employees who are doing as told, junior executive term is vague as in between can make decision vs follow level.
But like I say, most of it is empty title only, useless and confusing; just nice when introducing yourself.
In Japan, things are direct and literal - Shacho - Boss, Bucho - Department chief, Kacho - Section chief, Shunin - unit head.
