Unker see many people title Directors and VPs or even SVPs in commercial and investment banks.

Are they high level people?

Depends on banks, there are a few thousands VP in JP Morgan, most are just title only.
Analyst (0-2 years)
Associate (2-5 years or 0-3 years with an MBA)
VP (5+ years or 3+ with an MBA)

I see normally they gip name card - Head of XYZ, Director of ABC, SVP, VP. Even normal salesman called Relationship Manager.

hardly see Exec or Senior Exec

my company VP is a senior manager
DVP is manager
AVP is assistant manager
Director is like director high level

Vice President in US banks doesn't mean anything but just senior person only; don't be misguided that they are 2nd most powerful in company or department.

Not sure about that. If you see many, then most probably it’s just a syok sendiri title to make their employees happy.

Directors, I only know BoD.

Some malaysian banks follow US style. So you’ll see a lot of VPs and AVPs. SEVP is the real high rank one normally reporting to COO.

This wasn't Malaysian practice in the past, the way you described it I would believe it is just empty title they follow like US.
You just need 5 year plus experience or 3 year plus MBA, like I said there is a few thousands Vice President of JP Morgan running around, none of them are big shots.
