Not normal Tour group...Is Specified Tour Group approved by Japan Govt.

In Malaysia I bet only Apple Tour will be the exclusive one.

open small tour group from US, Australia, Thailand, SG

Malaysia is not in the list.

Can't because Malaysia citizenship still cannot obtain visa.

I'll just wait till 2023, hopefully by then will be okay

Since they stated "Regardless of the vaccination status of the entrants/returnees", just wondering those had SinoVac can enter?
Currently Japanese Government doesnt recognise Sinovac.

Those big big one, specially Apple Tour.

or the JTB (Japan Travel Bureau), remember there is a branch in Aeon Shah Alam before pandemic

Any travel agency that uses an approved Japan inbound tour operator (ground operator) should be able to arrange the tour for you.
The tour itself can be planned by a local travel agency, but the tour has to be managed/operated by a Japan partner.

Please get in touch with a travel agency for more information on the types of tours and start dates etc.
