Korea, Indonesia set renegotiations for joint fighter jet development project

By Jung Da-min

Korea and Indonesia are working on a new agreement for their joint fighter jet project, which has hit a snag following Indonesia's delay in paying hundreds of millions of dollars.

About 10 officials from the Defense Acquisition Program Administration (DAPA) and Korean Aerospace Industries (KAI) ― the maker of the KF-X aircraft ― left for Jakarta, Tuesday, to meet Indonesian officials on Wednesday and Thursday, according to the two organizations.

The joint fighter jet project is called the KF-X (Korean Fighter eXperimental) in Korea and the IF-X (Indonesian Fighter eXperimental) in Indonesia.

While the two sides have held four rounds of renegotiations, the latest talks come after about a year. It is also the first meeting since Indonesia's Defense Minister Prabowo Subianto took office last October. Subianto had been putting off resuming talks with the Korean government, saying he would review the overall content of the country's defense budget and weapons systems.

During this week's meeting, officials of the two countries are expected to review conditions of the joint development project to strike a deal, as Indonesia wants a reduction in how much it promised to pay the Korean government.

NEW APMM OPVs TO BE STATIONED IN PAHANG, SARAWAK AND SABAH TO MONITOR SOUTH CHINA SEA

user posted image

The Malaysian Maritime Enforcement Agency (MMEA) Sarawak will be receiving a new offshore patrol vessel (OPV) latest by the first quarter of next year, said MMEA director-general Datuk Mohd Zubil Mat Som.

Speaking at the press conference at the Tun Abang Salahuddin Maritime Complex (Komtas) here today, Mohd Zubil said three OPVs costing about RM700 million, are currently being constructed in Klang and when completed, they will be sent to Sarawak, Sabah and Pahang.

He said the OPV, measuring 83 metres long and 13.7 metres wide, which is capable of conducting patrols at sea for up to 30 days without having to return to base and can help curb the issue of foreign encroachments.

“With the availability of another new asset such as OPV, our capability in monitoring of water encroachments including by the illegal fishermen could be better enhanced,” he said.

Besides the OPVs, Mohd Zubil said MMEA will also own four additional medium sized helicopters which is expected to be delivered by end of this year.

As of now, he said MMEA has 261 boats and vessels, six helicopters and two Bombardier aircrafts.

I am curious. If it's not classified information, what is the watch system practiced by TLDM sub crews? Also, what kind of onboard entertainment do crews get, if any biggrin.gif

I have been reading up on watch systems as they feature in sailing ship novels biggrin.gif

MARITIME PATROL AIRCRAFT FOR MMEA?

user posted image

Courtesy of Malaysiandefence.com

It appears that another maritime patrol aircraft (MPA) programme is likely to be tender out – no time frame yet – to meet the requirements of the Malaysian Maritime Enforcement Agency (MMEA).

I havent got much details on the requirements apart from that the MMEA is looking for two aircraft. And no, this not connected to the RMAF requirements as a law enforcement agency, MMEA maritime patroller requirements are mostly likely for surveillance and border monitoring and other utility roles as well as search and rescue. Hence the term of maritime surveillance aircraft (MSA) is more apt to described the programme though clarity sake I will still use the MPA term for the programme.

It is also likely that the MMEA programme is more exciting to local players as it will probably not be an international tender like the RMAF one. For the record MMEA already has two aircraft – the Bombardier CL415s – which are equipped with the Swedish MSS 6000 Airborne Surveillance System.

Anyhow based on the little things I know about the programme, I am assuming that a large number of aircraft could be offered from Super King Airs to even a modified ATR or Q400. I believed the latter ones are too expensive for the programme unless MMEA allowed for second hand airframes to be offered.

Yes I know a Cessna 206 fitted with an ISR equipment could also do the job but realistically it will not have much chance to win the deal. Of course a MALE drone could do the same job at a lower cost than a manned aircraft but it will not make the cut as well if the requirements say otherwise.

Anyhow, a few months back, the MMEA announced that they will be getting up to four helicopters soon. It appears that it will be a medium type likely to be the Leonardo AW139.

I was told that initially the helicopters would be purchased outright like the six helicopters already in service – three AW139 and three Dauphin (these were originally to be leased like the CL415s) but it was decided recently that the new helicopters will be leased instead.
