For assurance, it is preferable to have OTP.
Not every bank employs similar mechanism to determine if it's online/e-commerce.
Some specifically needs OTP/TAC, some uses keyword tagging like ECOM or EC, some uses keyword filtering like SSL, 3D or 3D-SSL

Spending after registeration is needed for the campaign.
