Who got the T&C for the RM 3 cash back for offline ShopeePay with min spending of RM 15?

It is 1 cash back per day? Or 1 cash back per merchant per day? Or 1 cash back per campaign period?

Terms & Conditions

You must checkout with ShopeePay in order to receive your RM3 Daily Cashback in your ShopeePay. The minimum spend required to be entitled for the cashback is RM15.
The RM3 Daily Cashback campaign is valid from 1 September 2020 – 30 June 2021 and is limited to first 10,000 redemptions daily only.
By participating in this Campaign, you agree to be bound by any rules & regulations issued by Shopee. Failure to comply with these terms and conditions will result in immediate disqualification.
Shopee reserves the right to vary, delete or add to any of the terms and conditions of this campaign at any time at its absolute discretion without prior notice. In the event of any inconsistency between these Terms & Conditions and any brochure, marketing or campaign material, these Terms & Conditions shall prevail.

This is the most confusing part!
I saw different, different numbers here and there.

RM 3 cash back for min spending of RM 15, RM 4 cash back for min spending of RM 10 etc.

I even encountered a merchant put 2 posters of ShopeePay.

I think no confuse. just in shopee click in u see T&C, rm4 for caltex petrol min 40, another rm4 for starbuck, but no list. (this i think more sugar)
Other rm3 like old town or bla bla bla is min 30,

My conscience is far better than yours.
Caltex campaign is merchant specific campaign.
Starbucks campaign is not cash back rather a discount code.

When an offline merchant is displaying 2 different Shopee banners at their shop., which campaign will take precedence?

The offline merchant that I mentioned is not Caltex nor Starbucks.
It should be one of those merchants under the daily RM 3 cash back campaign.

Is there any limit for withdrawal to bank account? Let say I topup my shopeepay, then withdraw to my bank account..is it allowable? any restriction?

Yes it is allowed. Not so difficult, only a few clicks.
But if your top up source is Visa/MasterCard/Amex, you can't use a credit/debit card to shop at Shopee in the future. So I advise you to top up ShopeePay using Online banking from your savings account!
