I also getting slow today afternoon with 147.158.X.X with TM server speedtest.net. Only 600++
But after i reboot my router and changed to 60.53.X.X IP my speed came back.
Now i also speed cant full again. Later might restart my router again for testing.
But i think it really just tm bandwidth congestion.
Find TM to fix, no use i think...
Wait next year New more ISP to disperse user might better...

As goxxxx's test demonstrates, you need peering to get full speed to SG. IPv4, for the most part, has had their peering between MY and SG sorted out. IPv6 not so much. Same MY ISP to SG iSP gets peered properly on IPv4 but goes to HK or some other country and back for IPv6.
Actually all can be easily fix by TM for adding more bandwidth and routing optimize...
And The main point is speed is not so important,but routing must optimize 1st...
That OVH IPv6 problem, i send to TM for few days, just give me a email and no more news...I will email them again in next 2 week after finish my degree program...
