"telco" is the category code assigned to merchant/service provider based on their nature of business.
both categories can coexist together, it's not mutually-exclusive.
e.g.
paying to maxis via online portal can be both "online" and "telco".
paying to maxis at branch/oulet can be "telco" but definitely not "online"
mcc is already pre-assigned to the merchant during their registration with their acquirer bank <-- back-to-back with card scheme (visa/mastercard/etc)
when a transaction is made, the MCC, mode of transaction, and tons of information; is tagged to the transaction (from merchant) --> issuing bank -> card scheme.
vice versa, the merchant and their acquirer bank also captures the same info.

Online is Payment mode (POSMODE), not a part of MCC.
MCC is assigned by the Merchant's bank, based on nature of business, MCC is beyond your or your card issuer's control.
Obviously Bigpay is now having a few gateways to process your top-up transactions, you will be diverted to a gateway with MCC6540 (Funding transactions), or MCC6012 (Financial merchandise & Services) or MCC48** (Telco related) or others you don't know yet.
Happened back in March I think, causing some AmBank TRUE owners not getting 3% cash back cause its not online... so am thinking how can I able to confirm before proceeding.
