Yes. Roaming must be activated to receive SMS in overseas. Data roaming is not needed for SMS.

Yeah, I have the same experience as well. My money converted to SGD is credited to my Singapore Savings Account, as per stated in my BigPay transfer receipt.

It seems that the agent of BigPay, TikFx Singapore (
https://www.tikfx.com/) will credit our money in SGD, via IBG GIRO, to our Singapore Savings Account.
IBG GIRO requires longer waiting time, as compared to instantaneous transfer via FAST. Then again, some of us can bear longer waiting time, as long as the currency exchange rate is more favourable to us BigPay users.
Since it is local transfer of money, our Singapore banks should not deduct inward remittance fee, from our money.
