JPJ mysikap is Gov service where you can buy Number of the
CURRENT running number
there will always be a series ongoing at mysikap
but the numbers available here is the same as you go to JPJ counter, meaning no special or withhold numbers, like 2288, 1188 etc
luckily, your number is not special, but unluckily, current KL number is VGB 6093
which means 5999 already passed
(Did it sold of normally? did it got sold in ebid? or maybe some one bought it and yet to register on a vehicle? Nobody here knows)

JPJ eBid is another Gov service where you can bid to buy
UPCOMING series of numbers
Like for instance, Current series for KL is VGB
Next Ebid number might be VGG (yes, KL is very fast moving one)
so when that series is open, it will show on the JPJ Ebid page,
not shown there, means next series is not yet open to bidding
Now, unlike JPJ Mysikap/JPJ Counter style of buying number
(where if there is available, then you buy t, if not, then really cannot do anything)
JPJ Ebid, is a bidding/tender style, the highest $ gets the number
All numbers are available, and open here
but numbers like 1-9 will have a minimum RM20,000 for a starting bid
normal numbers starts at RM300, and if you confident, then just bid at that price,
but if last minute, some one come in with a RM301, then the numbers goes to them
not really sure how the system will tell you if someone have overbid you, guess you have to try it on your own
oh, did I mention there is a time for these bidding to be done?
usually open to 5 days to a week, (i think)
then when closed the highest bidder of any numbers need to pay (also... need to pay RM10/number bid upfront, non-refundable)
in order to get the number
so once the process is done, you can tack your bidded number straightaway to your new vehicle and use it,
even though the current ones is a few series behind
