The easiest way is you try out yourself because most of the people in here not even know the card existence including myself

Agreed.
I don't see why do not want to try out. Maybe do not want the risk but want others to take the risk. That's kindof unfair and selfish isn't it ?

If you want to add the debit card, in PayPal's menu you will agree for them to charge you (fully reimbursible). If they chargeback is successful then only it will be activated. Otherwise, the card will eventually be removed from the list.

No such thing as just adding/listing the card without any activation process. Hope that's clear what we were trying to tell you. If you don't believe you can try it with debit or credit cards and if I'm right ... you have to go on a date with me, how that ? brows.gif

"Soon" is an unreliable word without a proper date attached to it.

Not too sure bout the Public Bank one, but going by the current trend, the 2-Standard Chartered Bank's Master Card Debit seems like a good choice. 7% rebate on petrol purchases, and 5% at major hypermarkets. Lots of rebates there laugh.gif

Be quick coz SCB's promo on their debit cards only going to last till June 2009.

is the e$aver debit card petrol rebate still valid?
I knew the saadiq is valid until 30 Jun 09
*
Don't think so. Only the promo with Saadiq is left. I don't think they will continue to have this promo after June 09 coz already rates are coming down and bank margins are getting thinner.

yes, i'll let them charge the initial RM8, but after that will cancel the card
coz definitely will not withdraw money from that account, just need it to pay credit card only
*
Actually, if you don't need the card you can indicate so when you open the account. Then you won't even be charged the RM 8. BTW .. for eSaver account if you have more RM 100K in that account, the interest rate is 2.8%.

And by the way, just like HSBC Premier, there will be no handling charge when you withdraw money using your Citigold VISA debit card at any overseas Citibank ATM.
*
Yup ... conversation rates are good, no handling/admin/withdrawal fees but the main hassle is to find the bank itself. Finding the bank itself in a foreign land can be an adventure on its own. ohmy.gif

I used my regurlar (non citigold) Malaysian Citibank ATM card for my checking account (not savings, dunno) to withdraw several times in US, no handling charges, plus the coversion rate was very good, better than VISA/Master card of course. Comperative to money changer.
*
You were charged some fees right ? It should be between RM8 to RM12 if you use the Cirrus (or equivalent) network.

I know it is easy to find Citibank branches in South Korea (or HSBC ATMs in Hong Kong) . plenty of them everywhere. Often I found them while riding the cab and on one occasion when I checked the map ... it looked like it was quite far away but in actual fact almost right opposite my hotel! What I'm saying is that it can be easy but it can also be a nightmare if you are not a map savvy person or the kind that is not good with directions.

Citibank did not charge me when I withdrew from their network. I didn't manage to test it out with SCB and HSBC though. My take is that if the ATM is not available in the airport (or nearby) then just use the normal ATMs with Cirrus network. One example which I had was I spent equivalent RM5 back and forth on the trains to get to the bank and it took me 45mins to do so. I might as well pay the RM12 fees and I can withdraw the money in 45 secs coz the local bank's ATM was right in front of me. Similarly I once spent 2 hours just to save RM12 (this happens in another country) .... I got wiser since then.

I might have saved RM7 but I spent 45 mins just to save that much. (And it was a hot sunny day) I could have used that time to do something else.

Well ... I'm not sure how did the guy did it without being charged extra. I know there are RHB and MBB branches in Singapore but I doubt so they have branches in Shenzen ... if you get my anology.

Does anyone got information about SLV U-Pay Card debit?
*
Is this what you are talking about ? SLV U-Pay

If it is true ... look at these facts ...

1. They are not even a bank. So many fraud cases nowadays ... why take the risk ?
2. The vendors website is infected with a trojan virus (I found out while researching), you think they care about protecting you (money, personal information) if they can't even protect their own website ?

No offense to those entrepreneurs but I would prefer to trust my money to a bank which is a licensed financial institution by BNM. Plus, my money is guaranteed by the government since they are a member of PIDM.

You can subscribe to them (or try them out) at your own risk.

Nope none whatsoeever, when I say no overhead, i mean it, nothing. Come back and check your current account statements.
And the exchange rate is very good!
*
Ohh ... earlier when you said you withdrew from ATMs in US, I thought you were using non-Citibank ATMs as well. I do know that if you use Citibank ATMs then you will not be charged a single cent extra when you use it overseas. Only the forex exchange applies.

Well ... for some of us who travels to Asian countries, there are occasions where Citibank ATMs are not freely available. In that case, then better to consider using non-Citibank ATMs coz the effort to look for the ATM can be quite substancial. One example is Thailand, Bangkok - correct me if i'm wrong but Citibank ATMs are only available @ their bank only right ?

BTW ... Citibank Malaysia will eventually phase out their old ATM card with the Debit card version. Sorry if this is old news to some.

Yes. As far as i am concerned Citibank Thailand ATM is only available at their branch and if i'm not mistaken, there is only one Citibank branch in the whole Thailand right ? Same goes to HSBC. Both are extremely small in Thailand but a whole different case for Standard Chartered. Standard Chartered is quite big in Thailand.
*
Yup ... Bangkok's Citibank is nearby the trains but it is still quite a walk and given Bangkok's humid weather, I'd rather pay the RM12 admin fees. Exchange rates are good and way better than the money changer.

Not sure about SCB but I didn't find SCB ATMs either around the major shopping complexes / BTS stations. BTW anyone know whose rates are better when withdrawing funds using the ATM card - between HSBC, Citibank and SCB.

mine is a checking account. rhye? what is yours
we need to double check if it is the same for savings or not
not sure savings may be charged for overseas transactions
UPDATE: however i heard the exchange rate is not so competitive already
quite high similiar to VISA
*
I was using a checking account back then when I last used my Citibank ATM card overseas. I have converted it to a savings accout and I have yet to try what is the conversion looks like now. My recent trip I used my SCB ATM card and I saw the rates is close to the VISA rate. However it is still cheaper than changing at the local money changer but you don't benefit a lot.

That's why I wanted to exchange notes with those using other banks (or even Citibank) as my only reference now is SCB.

Yeah ... I was pretty amazed by Citibank's ATM efficiency. I know precisely how much are they going to deduct in RM at that point of time.

Let me ask my SCB contact and get back to you guys once I have the info on hand

You need to quickly inform the bank to block your card. The liabilities (if I understand the T&C correctly) are still with you until you report your loss to the bank. I've read about BNM limiting losses to only RM200 (if I remember it correctly) for credit cards but I'm not sure about debit cards.

anyone know which bank offers the fastest approval for debit card that can be verified by paypal?

and also, anyone heard of VCC? is it legal?
*
Fastest approval ... get a friend to help you.
VCC = Virtual Credit card. Yes legal but not very popular anymore with the introduction of Mastercard SecureCode and VISA equivalent. VCC was used to limit internet fraud back then.

*
It takes a few days for the transaction to appear. There's 2 things to understand - transaction date and posted date. Normally the transaction (posted date) will be posted in your statement once the merchant (paypal) submit it to the bank. Paypal deducts the cash on the transaction date.

how about this:
http://www.standardchartered.com.my/islami...it-rates/en/#12

I apply Saadiq$aver-i where is 3 in 1 account for me:
- it is a current account
- act as saving account
- but provide u similiar to FD interest rate which is 2.55% per annum if ur saving is more then RM15000.
*
I have to make a correction to the above as the bank revised the interest rates downwards effective 1st June 2009. (You have to call the bank to find out as the info is not published on the website)

For deposits more than RM15k it give out 1.7% interest rate and anything below that 1%. Hope that clears things up.
Yeah ... the 7% fuel cash rebate was extremely attractive and now no more already.

I don't know what you are saying either but credit card is not that easy for to fraud. I once used PayPal to pay for something and the merchant renegade on me - I report to PayPal and they said they can't help me - they need to refer to merchant since the item in dispute is a service. Well I got enough proof and reported to bank - bank got my money back.

Don't spread a myth that credit card is prone to scams if you are not familiar to handle a scam. Both debit and credit card are exposed to such risks.
