AliPay is the same, you will need to be verified (using passport for foreigners) to receive and transfer fund to other users. You cannot reload your wallet unless you link to a China bank account.

Now I have both WeChat Wallet China and AliPay to use in China and previously I had issue with AliPay to receive fund from other users. So I was using only WeChat wallet. To me, I can still survive with either one because the places I went have both available. Now will be better for me because I can use both now.

The only way to top up your China Wallet from outside of china without any bank account or card from china is ask your China friend to top up for you. Or, with your own risk buy the top up credit with those ppl who selling it, can find on fb and online...(anyway, I had never try, so I not sure how secure to deal with...try at your own risk).

one of the ways is, when you are in China, you pay your hotel receptionist an amount of money in cash (say, 500 yuan), then he can send you hongbao worth 500 yuan to your wechat. click and open the hongbao to recieve the money, and it will be in your China wallet.

Nope, you are absolutely spot on here regarding this matter. We definitely need a China ID and local China mobile phone number to get through that identification and verification process.

It's not so much a big deal for me as there is Alipay available as alternative.
