 Guideline for getting China work permit, Z visa, Work and Residence Permit

Documents required for NOTIFICATION LETTER OF FOREIGNER'S WORK PERMIT
1. Photocopy of passport PIP (at least 6 months validity)
2. Color photocopy of Academic certificate (translated into Chinese, both original and translated documents notarized by KPT, MoFA, and CVAC)
3. Proof of employment letter from your ex-company (Translated into Chinese, WITH COMPANY STAMP)
4. Certificate of Good Conduct (translated into Chinese, both original and translated documents notarized by MoFA, and CVAC)
5. Original letter proof of study from your university (for KPT verification purpose only)
*** KPT = Kementerian Pengajian Tinggi (Putrajaya)
*** MoFA = Ministry of Foreign Affairs (Putrajaya)
*** CVASC = China Visa Application Service Center (Jalan Tun Razak KL / Georgetown Penang)


Documents required for Z VISA
1. Original passport (at least 6 months validity)
2. VISA application form
3. Passport photos x 2
4. Notification Letter of Foreigner Work Permit


PROCEDURES:

1. First thing first, submit application to get your non-criminal record (Certificate of Good Conduct) here: https://ekonsular.kln.gov.my/
Note: Prepare and scan your passport photo (white background) and submit during online application, takes 1-3 weeks to complete, check the progress daily.

2. Once online status show "Ready for Collection", you may head over Ministry of Foreign Affairs of Malaysia to collect which will need to pay RM20 upon collection.

3. Go Institue Terjemah Negara Malaysia (ITNM) at Wangsa Maju to translate your ex-company referral letter, Certificate of Good Conduct and Academic Certificate into SIMPLIFIED Chinese. One page of certificate they charged for RM95.20, 3 days later come and collect. I opted for Express translation (collect on the same day) which they charged me double.
Note: Makhamah Rayuan no longer providing translation services, they already moved to Wangsa Maju permanently.
Tips: Certified (court) interpreter can do the translation too. Cheaper + faster.

4. Certify your Academic Certificate at Kementerian Pengajian Tinggi (KPT) Putrajaya, look for Helpdesk 6 (international student). Letter from your University is needed to proof that you have completed your study.
Note: Some told me that they are able to get over with digital copy of the letter from their phone. But it depends which officer you met at the Helpdesk. Mine was rejected by a fat lady officer.

5. Go back to Ministry of Foreign Affairs of Malaysia to notarize both Certificate of Good Conduct (translated) and Academic Certificate (ori copy and translated).
Note: Rm20 per copy.

6. Print this form: [url=http://www.visaforchina.org/KUL_EN/generalinformation/Downloadsauthentication/283181.shtml[/url] and complete it. Head over Chinese Visa Application Service Centre to have all the documents (Ori and translated CGC, Ori COPY and translated Academic Certificate) notarized.
Note: 4 working days RM164.80/copy, 3 working days (express service) RM378.80/copy. Legalization at Level 6, VISA application submission at Level 5. Go as earlier as possible as there will be a long queue before the center open.

7. 4 days later after you collected all the notarized documents from VISA centre, scan (*FRONT AND BACK*) and send your Letter of Good Conduct (original and translated), academic certificate (original COPY and translated), color image of passport PIP page, passport photo and ex-company letter (original and translated) to your recruiter in China.
Important: Embassy will notarize the document by putting a sticker on the back of the document, so you will need to scan the back page of your authenticated documents too.
Important: Health screening report is NOT COMPULSORY for NOTIFICATION LETTER. Your HR can submit "guarantee of good health" instead of health screening report. BUT, you will still need to perform health screening in China within 30 days of entry with your Z visa, before you can turn your Z visa into Work Permit.
Update: there are cases where Tung Shin's health report were rejected in ShenZhen and Shanghai. It is best that you do the medical exam in China.

8. Normally Notification Letter of Foreigner Work Permit (外国人工作许可通知) will be approved within 2-4 weeks. Wait for your employer to send you your notification letter once it is approved.

9. Bring your passport, VISA application form, passport photos x 2, Notification Letter of Foreigner Work Permit to Chinese Visa Application Service Centre to apply for Z-VISA. Collect 4 days later (Regular service, RM100).

10. Z visa is valid for one entry only and duration of stay up to three months. The duration of stay is listed as "000 days" on the visa page. The holder of a (Z) visa should go to the local public security department within thirty days of entry into China and convert the visa into a work and resident permit, which functions as a "temporary green card" and allows for unlimited entry/exit.

Once touched down in China:

11. If you did not submit any health screening report during your application for Notification Letter, then you may need to perform health screening in China (check with your HR which local government hospital is available for Visa Health Screening package).
Note: 8 hours of fasting required.
Note: At least 4 BLUE background of passport photos are needed.
Important: NOT ALL local hospital can perform health screening for work visa application. Check with your HR or local authorities.

12. To convert your Z visa into work and resident permit, you need to submit ALL your original documents and certified photocopy, including application form and employment contract that your HR submitted during application of Notification letter. And you are compulsory to take passport photo again in China. A receipt (回执) will be issued after you took the photo, and that the receipt you will need to submit later during application of Residence Permit.

13. You HR will need to submit another application (境内外国人来华工作许可通知) online. If there is nothing wrong with the submitted documents, the system will show “受理中" after 2-3 working days. Your HR will then need to go to the 人力资源部 to submit original hard copy of your documents for verification.

14. Once 受理成功, system will shown "证件已打印" and "证件信息已查验". Now your work permit is ready to pick up at the 人力资源部.

15. After collected your working permit, your HR will need to go to the police station (派出所) to apply for temporary residence permit.

16. With the temporary residence permit and working permit, your HR should bring you to the local police station (市公安局) to apply for residence permit. Collect after 10 days.

14. Enjoy your life in China!

MORE INFO:
1. Health screening can be done in Tung Shin Hospital KL ONLY, or in certain China hospital or China international travel healthcare centre after you arrived in China with your Z visa.
Note: To perform health screening in Tung Shin (Jalan Pudu), you will need the chinese form (link at below) to be printed out for your doctor to fill up. Important: You need to translate them into Chinese. I would prefer you to complete your health screening in China instead.

Working Visa (Z): Visa needed to enter China for working purposes with a validity of 30 days. This document has to be replaced by the Resident Permit (which will allow foreigners to reside in China) within 30 days from the entry date.
Foreigner’s Work Permit: document delivered in China to foreign workers after proceeding accordingly with the local authorities.
Residence Permit: Document replacing the Working Visa on the passport in order to legally remain in the country and travel abroad without restriction during the employment duration.

Processing time:
1、《外国人工作许可证》 (Notification letter of foreigner's work permit) (Depends on your HR efficiency, 10-30 working days)
2、 就业者回国申请Z签证 (Applicants need to apply Z visa in your home country) (Depend on yourself)
3、《外国人就业证》(Work permit) & 《外国人居留许可》 (Residence permit) (15-20 working days)

About the cert of good conduct. They require I fill up "my last employer information in Malaysia". But my last employer in Malaysia was a 3 months internship. I have been working in Singapore for nearly 3 years. Should I get the cert from Singapore instead of Malaysia as I am a PR in Singapore.

hi there, what about the medical checkup for the visa? do we need to do it in an authorized clinics or if any clinic is ok edy? and where did u do ur medical checkup?

If im not mistaken there is only one hospital in msia that is recognized by china government - Tung Shin Hospital. Not really sure tho I suggest u to ask embassy or your employer. Better still you do your medical checkup after you got your visa and entered China, i mean do your med checkup in China.

My condition is very rare and I don't mind to share with you. I was first applying for a Z visa and my application for employement permit was rejected by china gov due to my working experience is less than 2 years. Since my company is based in HK and I'm actually employed under a HK company, so my company apply a M visa (business visa) for me instead of the Z.

I'm currently working in Dongguan and will need to go HK every 60 days to have my visa "refreshed" on the duration of stay.

So sorry i couldnt help u with the medical checkup thing.

Another thing I would like to know, after obtaining the Z-Visa, do I still need to apply for a single-entry visa to actually enter China, or does the Z-visa already allow that?

I suppose resume is not needed. Any documentation that need to be submitted to Chinese gov will need to be translated into Chinese. You may have your ex-company to prepare the referral letter in Chinese if they are able to do so.

I was being told by Ministry of Foreign Affairs that they only recognize translated document from ITNM.

You do not need to apply another single-entry visa as your Z-visa is actually a multiple entries visa with ~ 2 yrs validity.

Thanks for answering. Sorry, i have too many questions to ask... it is so troublesome to apply Z visa.

i saw from your steps that my degree has to be translated and notarized my KPT. i have to get it notarized the degree and also the chinese translated copy? or one copy will do??

i am now waiting for my CGC to be ready for collection. Then i plan to get the CGC and also bring my degree cert to be verified by KPT.
After that, bring these document along with my resume, "proof of employment and referral letter" from my ex-company to be translated into Mandarin.
Next only get notarized by MOFA for all these documents (CGC, academic degree, resume, proof of employment and referral letter and Mandarin version of these documents).

Is it good planning? hahahahah

Thank you for sharing all these information. I took a 3+0 program previously and got my degree from a UK University thru a local college. KPT told me that this program was not registered in their system, so they could not legalize my certificate, unless the local college could present the Approval Letter from KPT on the said program. I was once told by the Chinese Consulate here that the next possible option would be to turn to the Chinese Consulate in UK for the legalization process shocking.gif I cannot afford to travel all the way to UK just for this. Has anyone face the same issue? Please share your experiences....

So the company I am joining hasn't gotten any work permit done so far, this is their first time.

Me graduated from MMU, working in Singapore, meaning I need to get documents done on both sides of the causeway. Really need some planning ahead to cut down on leave days burn as lil as possible.

- pending, embassy staff did not name any and asked me to do it in mainland, tung shin remains the closest.

Update 2: ITMB urgent is RM180 for degree, but urgent simply means you are in the urgent queue, I went at 9AM also kena wait until 3AM. So I took the time to do bloodwork at Tung Shin, and spend a night in Cyberjaya Airbnb. See how rushing to MOHE & MOFA at 7.45AM works out tomorrow, hopefully can make it to China visa center on time too.

Update 3: MOHE 5 minutes, MOFA 50 minutes, China visa center no queue at all, so submitted the documents. I let them legalise both English photocopy & Chinese translated degree, RM360++.

Hi, how about your transcript? That is only in English IINM and about 3-4 pages am I right? That needs to be translated into Chinese at ITNM too? ~Rm100 per page? Omg that is expensive shocking.gif

I did mine in Tungshin as well. China Embassy also mention the same, no designated hosptial in Msia before, but many people going to China still doing it at Tungshin.

I actually used a medical form from the USA China Embassy.

It was in 2016. When I reach Dalian China, the outsource company still bring me to do a medial checkup for the tests that are not complete in Msia.

The company was very experience as it hires many foreigner so it was kinda easier for me even though a lot of docs still needed.

Only academic cert, CGC and company referral letter need to be translated to Chinese. Transcript is not needed.

* Legalize at MOFA = RM40
* Authenticate at China embassy for EN and ZH = RM320
* Medical checkup = RM400
* SPF Cert of Clearance = SGD50
* Translation of SPF COC = SGD50
* Authenticate at China = SGD60

Total for paperwork = RM940 + SGD160 (not including Grab rides from Wangsa Maju to Putrajaya to KL)

It's possible translated copy needs not to be legalised by MOFA and authenticated by China. In Singapore MOFA does not legalise my translated copy, and the visa center don't authenticate it.

Referral letters (6 pages) + degree certs (3 pages) + cert of good conduct (2 pages) + passport (1 page)

I did all the steps for work permit application and documents legalized by Chinese embassy at Hampshire as well.

Problem now is China wants a translation for documents in English. Can I bring my whole set of legalized documents to ITNM for translation and scan to

Just a few quick questions for China work permit. Thanks for the advice in advance.

1. Is it a MUST to have degree cert in colour? I photocopied mine and MOHE & MOFA has certified it.

2. Is it necessary to get a notary public to notarize the documents? Or straight to MOHE & MOFA?

3. My passport photocopy, degree photocopy, company referral, GBC - all legalized already. Except I did not get it translated. Can I get the legalized documents translated or do I need to start from step one?

Thanks for the advice! Been running up and down to Putrajaya and embassy 3 times already. Appreciate any tips please!

Only below documents need to authenticate by relevant authorities:

1. Degree cert
English copy -> stamp by MOHE (bring along your ori cert and letter of completion study by the University) > stamp by MOFA -> authenticate by Chinese embassy
Chinese copy (translated by ITBM) -> stamp by MOHE -> stamp by MOFA -> authenticate by Chinese embassy

2. CGC
English original copy -> authenticate by Chinese embassy
Chinese copy (translated by ITBM) -> stamp by MOFA -> authenticate by Chinese embassy

Fees:
Degree cert notarization MOHE - Free
Degree/CGC cert notarization MOFA - RM 10/copy

Got rejected in pre-approval check 预审 , reason being not enough work exp AFTER graduation.

I have worked 8 months full time in KL and 2.5 yrs part time for SG company while studying, all these before degree date don't count. And I am just 5 months away from 24 months requirement.

I'm in China for the past 3 years. In my experience, its better to let the HR handle it because at the end of the day its up to the officer evaluating your visa. They may dislike a certain word or say that it's missing a certain word and reject your application. I've faced a similar situation where one visa officer rejected my visa and after lunch, I went again and got approved by another officer.

Hi guys, I have just graduated from an UK university. Is there any opportunities for fresh graduates in China now? Or do you guys know any expats in China that will help foreigners to get a job there?

I know most of you said that 2 years of working experience are compulsory to get the Z visa, but according to the new policy, Master's students that has graduated for less than a year might as well get approved if they are working in related field. Do you guys have any idea about that?

I think only foreigner that is holding master certificates from any university in Mainland are entitled for the Z visa. I'm not sure though. But it seems like the Chinese government is very firm on its 2-years working experience requirement.

I get a problem with the medical checkup. After submit the report from tung shin to China side and get rejected. The reason they gave is they don't know this hospital is recognize by China government or not.

Any one have the info showing tung shin hospital is recognized by China government for foreigner to do the check up for China working visa application?

I get a problem with the medical checkup. After submit the report from tung shin to China side and get rejected. The reason they gave is they don't know this hospital is recognize by China government or not.

Any one have the info showing tung shin hospital is recognized by China government for foreigner to do the check up for China working visa application?

Tung Shin is dropped? Singapore dont even have any recognized by PRC.

This is bad news, we need to go over to do check up ah.

I think is not drop. Just the department I apply to maybe lazy to check and straight reject the medical report. They ask me if get any documents or proof showing tung shin is recognize then can accept my report


I think still better to do the medical report in China next time. Save the trouble.

Yeah just do another body check up in China will solve the problem. You can get the report within 4 working days. I did for RMB435 here in dongguan.

No I did not perform any health exam in Tung Shin. I only did it in China after I got my Z visa.

You don't actually need the health check to get employment pass notice and Z visa? What did your HR do to make that happen?

If that's the case I rather get cucuk in China.

You can write a notice and saying you will submit the medical report after entering China then sign and let your HR to submit the application.

Then you can get the notice and get Z visa. Enter China only do. I'm queuing for the medical check up now.

Just some personal experience to share.

The translated copy of certificate of good conduct, translated copy of university cert, employment record no need embassy endorsement also can.

For my case is they only wan the CGC and original English cert to be endorsed by embassy then enough already. So no need spend so much money on embassy endorsement.

For me is to apply in Jiangmen Guangzhou. Different place may have different rules. But you can always check with them for the requirements. If they say no need then no need.

I graduated from the UK University (full time course). MOE didn't want to certify for me. Not sure if I can take it to certify at British Council Singapore? Cause British Council in Malaysia does not provide attestation service

What I did was - engaged an agent that based in UK , email the scanned copy of UK cert , the agent will sort out the rest for you (E.g. public notary, FCO & China embassy in UK). The total cost was about £266 in total.

根据【外国人在中国就业管理规定】,外国人入境后取得【外国人工作许可证】和【外国人居留许可证】,方可在中国境内合法就业。如有违规,个人及聘用公司将同时受罚。个人罚款5千到2万不等,聘用公司罚款1万到10万不等, 具体由出入境最终裁决。
In light of China Labor Law’s regulation, foreigner has to obtain work permit and residence permit prior to employment in China. Any violation will trigger penalty for both employee and employer. The range for individual is between 5k to 20k, while 10k to 100k for employer. The authority officer will make final judgment.
No work permit/residence permit, no employment. Please bear in mind.


HR told me this is effective since beginning of July.
I have got all documents ready - but now the challenge is that I cannot work in China until I have received my residence permit.
There will be 1.5-2 months in between entering China till getting Residence Application.


Enter China with Z visa -> Medical Checkup (approx 1 week) -> Work permit application (approx 4 weeks) ->Residence Application (approx 2 weeks).


The timeline above is provided by HR, still pending response from them on how to make the transition more feasible.
I am holding project currently & it's impossible not to work during the 1.5-2 months.

Is there anyone else affected by this new regulation? sad.gif

Hi guys like to ask. so i did my degree program in Singapore but its those distance learning programming.

My question is..... i Suppose i can't do the notarization and Legalization in Malaysia but have to do it in SG/SG Embassy before bringing it to the Visa Center?

Another question is do the visa center recognize notarization from another country? Or do i have to get it done in SG Visa Center for SG DOC

also abit confuse when you guys say edu cert...... Its the one where they say you are award with so and so degree or the transcript where they show all the horrible grade we got ?

Would like to chip my experience for documents legalization at Level 6, Visa Application counter.

I need to certify highest education certificate (color copy) and original letter of good conduct.
My workplace do not need Chinese version.

Documents needed:
1) Photocopy 1st page of your passport
2) Photocopy front back of IC
3) Original study completion letter (less than 6 months) - + pls bring 1 photocopy
4) Original certificate of good conduct (less than 6 months) - + pls bring 1 photocopy
5) Application form
6) Color copy of highest education certificate (with Mohe and Mofa stamp)

RM 106/copy, can collect 4 days later.

Hi, I'm facing similar issue. May I know who provided this service? I would like to do it too. Also, do you mean they did the authentication for you in UK? So you didn't need to legalise/authenticate it here in Malaysia?

Question! I got my CGC, diploma in ECE and some certs from UK bound and notarised by notary public and stamped by MOFA. But Chinese embassy says UK certs must be certified by UK.

Question 1: If MOFA has stamped my notarised set of documents, do I still need KPT certification? I presented my original documents to the notary public.

Question 2: Has anyone processed their UK certs and have recommendation for which agency/company to use? I have 3 UK certificates. Hope can bind and get all the necessary stamps done as one document. Also, did you have the authentication by Chinese embassy done in the UK as well?

Any advice will be welcome.

Any idea if MOFA will reprint CGC letter which is still valid?

My original CGC was notarized in Feb 2020 but due to Covid, I am unable to leave coz I only got my Z visa 2 days before MCO. And now HR is asking for an 'updated' CGC letter.

CGC is only valid for 6 months. You might need to re-apply for it.
