After browsing through the internet with all the info pieces by pieces and running thru the process all by myself, I've drafted this flow to show you step by step. The entire process is long and tedious, and the all the handling fees and procedure fees is expensive. Make sure you have all the documents prepared before you start doing the steps below.

Documents required for FOREIGNERS EMPLOYMENT PERMIT
1. Photocopy of passport (at least 6 months validity)
2. Color photocopy of Academic certificate
3. Referral letter from your ex-company (need at least 2 years of working experiences)
4. Certificate of Good Conduct
5. Letter of proof of study from your university
Note: submit documents above to your employer in China and they will send you your Notification Letter of Foreigner Work Permit (外国人工作许可通知)
Documents required for VISA
1. Passport (at least 6 months validity)
2. VISA application form
3. Passport photos x 2
4. Notification Letter of Foreigner Work Permit
1. First thing first, submit request to get your non-criminal record (Certificate of Good Conduct) here: https://ekonsular.kln.gov.my/
Note: Prepare and scan your passport photo (white background) and submit during online application, takes 1-3 weeks to complete, check the progress daily.

2. Once online status show "Ready for Collection", you may head over Ministry of Foreign Affairs of Malaysia to collect which will need to pay RM20 upon collection.
Note: no need print the slip, just show the reference code to collect.

3. Go Institue Terjemah Negara Malaysia (ITNM) at Wangsa Maju to translate your Certificate of Good Conduct and Academic Certificate to Chinese. They will give photocopy it and translate into Chinese. One page of certificate they charged for RM95.20, 3 days later come and collect. I opted for Express translation which they charged me double.
Note: Makhamah Rayuan no longer providing translation services, they already moved to Wangsa Maju permanently.

4. Notarize your academic transcript at Kementerian Pengajian Tinggi (KPT) Putrajaya, look for Helpdesk 6 (international student). Surprisingly the officer requested letter of proof of study from my university and she insisted that she will only notarized with the letter.
Note: Academic certificate need to be notarized by KPT before foreign affairs can notarize. FOC to notarize at KPT.

5. Go back to Ministry of Foreign Affairs of Malaysia to notarize both Certificate of Good Conduct and Academic Certificate.
Note: Rm20 per copy. So total RM40 for Letter of Good conduct and your degree cert.

6. Print this form: https://www.visaforchina.org/KUL_EN/upload/...B7%E8%A1%A8.doc and complete it. Head over Chinese Visa Application Service Centre (Level 6 Hampshire Place Office) to have all the documents legalized.
Note: 4 working days RM164.80/copy, 3 working days (express service) RM378.80/copy. Legalization at Level 6, VISA application submission at Level 5. Go as earlier as possible as there will be a long queue before the centre open.

7. 4 days later after you collected all the legalized documents from VISA centre, scan (*FRONT AND BACK*) and send your Letter of Good Conduct (original and translated), academic certificate (original and translated), color image of passport PIP page, passport photo and referral letter to your employer in China.
Note: Embassy will legalize the document on the back, so you will need to send the back page of your legalized documents.

8. Normally Notification Letter of Foreigner Work Permit (外国人工作许可通知) will be completed within 2-4 weeks. Wait for your employer to send you your notification letter once approved.

9. Bring your passport (at least 6 months validity with two blank pages), VISA application form, Passport photos x 2, Notification Letter of Foreigner Work Permit to Chinese Visa Application Service Centre and apply for Z-VISA. Collect 4 days later.

Hope it helps to save your time unlike me running around without a clue, and I have do everything with trial and error.

I suppose resume is not needed. Any documentation that need to be submitted to Chinese gov will need to be translated into Chinese. You may have your ex-company to prepare the referral letter in Chinese if they are able to do so.
