If use Quantum master on PB online pay Syabas thru Jompay can entitle for cash back?
If no,what is the best card/method to pay for Syabas now?

I trying to pay my first Quantum Master Card bill on PBe but it doesn't allow me to make payment. Called customer service said my card haven't register at public bank yet and ask me go back public bank branch to register.
Is this true?
