Presiden Jokowi dijadwalkan bertemu secara bilateral dengan Presiden Mohammad Ashraf Ghani dan HPC dalam kunjungan satu hari pada tanggal 29 Januari.

Menurut Watson Institute for International Studies Costs of War Project sekitar 31.000 warga sipil tewas karena perang di Afghanistan dari tahun 2001 sampai pertengahan tahun 2016.

Indonesia telah memberikan ratusan beasiswa kepada mahasiswa Afghanistan untuk mendapatkan pendidikan lanjutan di Indonesia. Sikap moderat Islam di Indonesia tampaknya juga menjadi salah satu daya tarik mahasiswa Afghanistan untuk mengikuti pendidikan di Indonesia.

Dawood Azami mengatakan, "Siapapun yang mengunjungi negara lain, hidup di antara orang-orang dari kebudayaan yang berbeda, terutama dalam masyarakat beragam budaya seperti Indonesia, maka akan berpengaruh, memperluas wawasan mereka, membuat mereka berpikir, membuat mereka lebih toleran."

Kerja sama pendidikan ini memang menjadi bagian dari pelatihan bagi mahasiswa dan pejabat Afghanistan, kata Sam Ariadi.

"Kita misalnya memberikan beasiswa terhadap masyarakat Afghanistan setiap tahun melalui program beasiswa untuk belajar dan sekolah di perguruan tinggi Indonesia. Sudah banyak lulusannya dari Indonesia. Itu yang akan kita terus berikan assistance. Kita juga memberikan capacity training, capacity development untuk pejabat Afghanistan, mahasiswa, masyarakat," katanya.

Presiden dijadwalkan akan melakukan misi ekonomi, perdagangan, politik dan kemanusiaan di lima negara itu.

Pada hari Rabu (24/01), Indonesia kembali memberikan bantuan kepada pengungsi Rohingya di Bangladesh dalam bentuk makanan, peralatan sekolah, lampu, serta peralatan rumah tangga.

MALAYSIA will not have to fork out extra money for the four Airbus Military A400M air-lifters that it signed for in 2005.
This means that the Malaysian A400M will cost around RM600 million each, some RM43 million cheaper than the aircraft list price. The list price of the A400M is US$190 million (RM643 million).


It had been speculated that purchasing countries may have to fork out more money for the A400M than originally envisaged due to the delays to the programme and the reduced number of planes to be manufactured.

Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi told Malay Mail on Wednesday that the matter was conveyed to him during meetings with officials from the Airbus Military during the Paris Air Show in June.

The government and Airbus Military signed the RM2.5 billion contract at the Langkawi International Maritime and Aerospace (Lima) 2005, for the supply and delivery of the four A400M air-lifters.

The A400M is designed to offer an increase in range and air-lift capacity compared with the current Royal Malaysian Air Force (RMAF) main air-lifter the Hercules C-130.

The A400M is capable of performing strategic operations: long range, large capacity, high-cruise speed, tactical missions rough, short and soft-field performance, autonomous ground operation, low speed/low level operations, aerial delivery and “in-theatre” tanking operations as well as receiving and dispensing fuel.

Ahmad Zahid said the first aircraft for RMAF was expected to be delivered in 2015, two years behind schedule.
Asked about the delays that had blighted the A400M project, Ahmad Zahid said the first prototype was expected to fly by year-end and the first aircraft was to be delivered to the French air force within the next three years.

Ahmad Zahid said it appeared that the project was going in the right direction for the RMAF. At the signing ceremony for the four air-lifters in 2005, Prime Minister Datuk Seri Najib Razak, who was then defence minister and deputy prime minister, said the new aircraft would supplement the fleet of 15 C-130 Hercules RMAF was operating.

The Hercules, he said, would continue its role until it was no longer economical to operate. As part of the offset package, Composites Technology Research Malaysia Sdn Bhd received work packages worth some RM1 billion for the design and manufacture of A400M airframe components to be delivered worldwide.

The A400M has been bedeviled by cost overruns and delivery delays over its massive turbo-prop engines. The first planes were to have been delivered at the end of this year, but the programme is running at least three years late.

The British government, one of the founding members of the A400M project, is expected to decide soon, whether to continue its participation in the programme soon.

Meanwhile, Ahmad Zahid confirmed that the ministry will continue to fund the RMAF Hercules maintenance
programme.

He said the Hercules remained an important asset despite its age. He said some of the older Hercules aircraft may need an upgrade but the cost was cheaper than buying new aircraft. RMAF operates 15 Hercules aircraft, some of which have been in service since the late 70s.

“Ini bermakna kami memiliki hak eksklusif sebagai syarikat yang mengeluarkan bahagian terbabit bagi model ini sebelum dihantar kepada Airbus untuk melengkapkan pemasangan sebelum dipasarkan,” katanya, semalam.

Seven human rights violators buying Canadian military goods

Canada’s military exports have come under increasing scrutiny over the past year, with criticism of the Canadian government’s rewording of human rights checks and, more recently, questions over deliveries to South Sudan and Libya.

As The Globe and Mail reported late last month, the Trudeau government recently released two years of data outlining the export of Canadian military goods to foreign buyers and, in a series of edits, quietly thinned its commitment to avoid deals overshadowed by shady human rights records.

New wording states Global Affairs Canada “may include” a previously required step of “wide-ranging consultations” meant to address human rights, international security and defence on any given deal.

“The devil is in the details,” said Cesar Jaramillo, executive director of Project Ploughshares, a non-government organization that promotes disarmament and peace-building. “Every word matters in these things.”

The report follows the controversial $15 billion sale of over 900 light armoured vehicles (LAVs) to Saudi Arabia — a country with an abysmal human rights record aggravated by evidence suggesting it has used LAVs to not only quash dissent at home but in neighbouring Bahrain and Yemen as well.

More recently, the Streit Group, a Canadian company based in Innisfil, Ont., has been criticized in two separate United Nations reports for sending hundreds of armoured patrol vehicles into South Sudan and Libya, where the vehicles were used by the South Sudanese military and Libyan militias.

The “diversion” of these vehicles to illicit markets would be illegal under the international Arms Trade Treaty (ATT) Canada plans to accede to in 2017. The Canadian government has asked the RCMP to look into the Libya case, and hinted it will introduce legislation to make sure “companies play a responsible role.”

But all this begs the question: if Saudi Arabia, South Sudan and Libya all passed the litmus test for receiving Canadian arms and vehicles, what other countries with dubious human rights records receive Canadian military goods and technology?

The trouble with doing business with allies

In the past, the Canadian defence industry’s biggest customers were also Canada’s biggest allies. But when the industry set itself up around niche products like aircraft engines and LAVs, it became dependent on exports, something Kenneth Epps says is a problem: “Once you have that dependency, if you can’t go to the traditional markets where you might be more comfortable with the human rights situation, it forces you to go into markets where those questions are much more immediate.”

Epps, who has been following Canadian military exports since the late 1980s, explains that as we have moved away from exporting military equipment to our allies, the Canadian defence industry has increasingly ignored concerns around human rights, conflict and general regional security.

“There are situations when military equipment, particularly Canadian military equipment, is justified…But too often the sole justification for the export of military equipment is economic,” said Epps, referring to lucrative contracts and the desire to guard against a loss of Canadian defence jobs.

“The Canadian public is having the wool pulled over its eyes.”

Canadian officials said they were concerned about possible human rights violations and said they had understood the helicopters were intended for non-combat operations.

The Philippine defense minister later clarified that the Bell 412EPI helicopters were mainly for transport, rescue and disaster response.

Duterte, however, said they were to go after Maoist rebels.

“The reason I‘m buying helicopters is because I want to finish them off,” he said.

In Ottawa, Canadian Trade Minister Francois-Philippe Champagne said in a statement that Duterte’s “troubling comments only underscore the confusion and contradictions that have emerged recently on the intended end use of the helicopters”.

The Philippines hit a hurdle in trying to procure for the police some 26,000 M4 assault rifles from the United States. Duterte eventually canceled the plan after several senators threatened to block the sale over human rights concerns.

But Duterte said on Friday he did not blame the United States and that he remains a staunch supporter of its president, Donald Trump, whom he said was misunderstood.

“He is a good president. He is doing it also for his country. People just don’t understand,” he said.

Navy: Bangor nuclear submarine base closed after intruder claims to have bombs

The Navy's nuclear submarine base at Bangor in Kitsap County has been closed and nearby residents have been advised to evacuate Thursday after a suspect drove onto the base and claimed to have an explosive device, Navy officials said

The incident unfolded at about 9 a.m. when a black SUV entered the Bangor submarine base at the Trident vehicle inspection gate, said Capt. Alan Schrader, commanding officer of Naval Base Kitsap.

The driver told guards that he had an improvised explosive device on his body and in his vehicle, Schrader said.

The driver was apprehended and taken into custody. Security measures were implemented and all gates were closed at the base, which is home to the Navy's Trident submarine fleet and strategic nuclear weapons facility.

Lt. Robert Brazas of the Washington State Patrol said suspicious items were found in the vehicle. Aerial footage from KOMO's Air 4 showed a remotely operated bomb robot inspecting the suspect's vehicle.

A security perimeter was quickly established within a 3,200-foot radius of the suspect's vehicle, and residents of homes near the base were advised to shelter in place or evacuate the area.

Schrader said the suspect is currently being questioned. He said the FBI, Washington State Patrol, Naval Criminal Investigative Service, Explosive Ordnance Unit and Kitsap County Sheriff's Office are all involved in the investigation and in providing security.

All gates remained closed at the Bangor submarine base as of 1 p.m. as the base activated its emergency operations center. No one is being allowed to enter or leave the base.

The Navy's nearby Undersea Warfare Center also was closed initially, but gates there reopened at around 11:40 a.m.

The on-ramps from Highway 3 to the Bangor base also have been closed down.

Security area boundaries are the base fenceline along Clear Creek to the west, Highway 3 to the east, Closser Drive NW to the north and NW Skiff Lane to the south.

Residents who live further area are advised to stay away from windows.

Trump's Military Parade Is Set For Veterans Day

The Pentagon says a military parade requested by President Trump will take place in Washington on Veterans Day to honor those who have served in the military from the Revolutionary War through today.

The document addressed to the chairman of the Joint Chiefs of Staff provides "initial guidance," including assurances that the display will not include tanks, to minimize damage to the city streets. The D.C. City Council had already tweeted its objections ("Tanks but No Tanks").

The memo does not estimate the cost, but as NPR has reported, estimates have suggested it would be between $3 million and $50 million. Tamara Keith and Tom Bowman reported that holding it on Veterans Day, which also commemorates the end of World War I, could reduce complaints:

"By potentially tying the parade to the 100th anniversary of the end of the 'War To End All Wars,' there may be an effort to associate with the tradition of celebrating war victories and avoid associations with countries like North Korea, China and Russia, which regularly hold military parades, in part for the propaganda value.

"Members of Congress from both parties have been critical of the idea of a military parade, questioning its cost and necessity."

The memo says the parade will begin at the White House and proceed to the U.S. Capitol, with a "heavy air component at the end." It notes that Trump will be surrounded by military heroes in the reviewing area at the Capitol.
