DUBAI: Arab Saudi akan menyambung semula projek pembinaan hotel terbesar dunia, Abraj Kudai yang bernilai AS$3.5 bilion (RM15 bilion) di Mekah selepas ia dihentikan pada 2015 akibat kekangan kewangan.

Apabila siap nanti, Abraj Kudai akan mempunyai kira-kira 10,000 bilik, 70 restoran, beberapa tapak pendaratan helikopter dan seksyen khas yang disediakan untuk keluarga diraja Arab Saudi.

Pelan yang diperbaharui untuk projek yang dibiayai kerajaan itu menjadi isyarat kepada Riyadh sekali lagi bersedia menaja projek pembangunan ekonomi strategik seperti pelancongan dan sebagai rangsangan untuk Kumpulan Saudi Binladin, syarikat yang mengetuai pembinaan.

Saudi Binladin, salah satu konglomerat pembinaan terbesar negara terjejas dengan kemerosotan dalam sektor pembinaan selepas harga minyak merudum yang mengurangkan pendapatan eksport Arab Saudi dan memaksa kerajaan mengamalkan penjimatan.

Sub kontraktor diminta mengemukakan cadangan harga kepada Saudi Binladin pada pertengahan September, kata sumber yang enggan dinamakan kepada Reuters.

“Lebih jelas mengenai kewangannya, kerajaan memperuntukkan sebahagian bajetnya untuk menyelesaikan projek utama,” kata seorang eksekutif Kumpulan Binladin kepada Reuters.

Jurucakap kumpulan itu tidak dapat dihubungi untuk mendapatkan komen dan Kementerian Kewangan enggan mengulas lanjut.

Kumpulan Saudi Binladin dianggarkan oleh pihak bank mempunyai hutang kira-kira AS$30 bilion dan awal tahun ini pemiutang bersetuju untuk melanjutkan kemudahan kredit Islam bernilai 4 bilion riyal (RM4.6 bilion) untuk membayar kerja pembinaan Masjidil Haram di Mekah.

“Kementerian Kewangan mengambil peranan utama dalam projek hotel … Ini positif bagi sektor perbankan,” kata salah satu bank Arab Saudi kepada Reuters.

Kewangan kerajaan Saudi agak kukuh tahun ini kerana harga minyak sederhana-tinggi dan pemotongan kos. Defisit belanjawan negara menyusut kepada 46.5 bilion riyal (RM53 bilion) dalam tempoh April hingga Jun daripada kira-kira 58.4 bilion riyal setahun lalu, menurut data Kementerian Kewangan pada Ahad.

Kerajaan berminat mewujudkan pekerjaan dan mengurangkan pergantungannya kepada sektor minyak dengan membangunkan industri seperti pelancongan, khususnya pelancongan Islam.

Musim Haji menarik kira-kira 2 juta jemaah haji ke Mekah dan rancangan pelan pembaharuan ekonomi kerajaan membayangkan peningkatan jumlah itu kepada 2.5 juta pada 2020.

Tarikh pembukaan Abraj Kudai belum disahkan, tetapi sumber mengatakan ia akan mengambil masa sekurang-kurangnya dua setengah tahun untuk disiapkan. - Reuters/FMT
