Contacts in Petronas said that they already got directives from top mgmt to find ways to cut projects’ expenditure!

Got this via WA:

On 15 March 2020, an explosion and fire incident occurred at the Pengerang Integrated Complex. Our Emergency Response Team was immediately mobilised to control the situation.

PREFCHEM has identified 7 involved person; 1 escaped with no injuries, 1 injured person was sent to HSI for further treatment, 3 IP has been declared deceased and 2 IP is still unaccounted for. Search and rescue is still ongoing.

PREFCHEM informed relevant stakeholders and performed immediate investigation, which is currently ongoing.

PREFCHEM continues to adhere to stringent safety measures in line with international standards at all of its areas of operations and will continue to engage with the communities around the incident area and provide information on the current situation.

My company gave options to the staff; take annual leave, work from home or work at office. But the options were never sent out officially via email or on a notice board.

It’s a sneaky way by the company not to be held responsible should anything happen to the staff.

There’s a possibility that Jerun CPP EPC will be deferred. Petronas is reported planning to cut CAPEX 2020 from RM50billion to RM20billion!

is it legal for someone who has accepted a job, signed the offer letter, but at the last minute changes his mind and cancels the whole deal? the company can't do anything to him, I was told by friend HRM.

if you want to look at the other side of the coin......

My inside source told me that Petronas hadn’t decided to cut CAPEX for this year. There will be a painful domino effect on oil&gas service providers in Msia should Petronas does that.

Separately, Gumusut-Kakap Semi-Floating Production System Ltd. (GKL) received $222.13 for its claims related to the project, however $88.79 million will be deducted as manpower costs. The remaining $133.34 million will be converted to a lower, additional lease rate.

"The new additional lease rate is payable from the date of the award. The base rate is unaffected by the award and will continue for the fixed term," MISC said in a statement.

Back in November 2012, GKL signed a Semi FPS lease agreement with SSPC for the construction and lease of the semi-FPS. But a dispute surfaced with SSPC over outstanding additional lease rates, payment for completed works and other related costs for the construction of the semi-FPS.

This resulted in GKL pursuing arbitration in September 2016. The following year, it won $255 million and $10.9 million as payment of completed variation works following two adjudication decisions in its favor.

However, SSPC denied GKL’s claims and filed a $588 million counterclaim for defective work, limited functionality of the Semi-FPS, liquidated damages and a refund of the sum paid to GKL under the adjudication rulings.

When the industry was on the way to recovery, Covid19 came.

Not cancelled, but delayed.

A lot of sweat has been put in to plan for the development of this field, and the project economics are good and the demand is there. Just timing is not conducive now.

Most likely the project will be delayed further. Many projects that were planned to be awarded mid year have been delayed to 4Q2020.

Let's pray harder that oil price will return to the projected average price of USD60 by late 3Q2020.

Kasawari is business as usual.

Jerun EPC award delayed to 4Q this year.

R&M offshore FEED just started. EPC tender could be by end of the year.
