In other counties you tick a box on your application when you choose a credit limit.

Bank can offer to increase your limit, actually.
They might send the SMS to inform you of the same.
Of course, bank at any time has the rights to increase or decrease your limits, at their discretion.

This one gray area. If it's proven that the disputed charge was from your wrongdoings and you did not take sufficient "effort" to prevent it, they have the right to pursue all available methods including blacklisting you at CCRIS and etc.
However, they will usually issue you a letter written black and white if they do take money from your account (but so far I yet to know anyone who received such harsh treatment lol)
