I think I wrote a guide on how to complaint previously.
1. Take the credit card sales slip and compare it with your tax invoice.
Usually the amount in the cc slip would be higher by 2% since they surcharge you, but the tax invoice would be lower because of their compliance with GST.
2. Clip them on a nice piece of paper and highly the difference.
3. Fill up a dispute form from your bank, email it to YOUR BANK CREDIT CARD first.
4. If within 7 days no satisfaction answer or charges reversed, send the email together with proof to BNM and HIGHLIGHT that your bank has been informed but fail to act.
5. Wait for the panic phone calls to fly in.
