Reload can use Jompay, probably good for cards that award cb for JOMpay, eg UOB YOLO or SCB cards

then pay RM10 umobile postpaid bill (via prepaid reload). earned RM0.25 rebate in presto.

already gotten notification from MBB few days back here and just now HLB.

this is BNM's initiative, part of ICTF framework, and operated by PayNet.

basically allows you to tranfer money by mobile number, etc , without actual bank account (of course gotta pre-linked first).


this is just Phase 1, primarily for banks to introduce this feature first (iinm, by end Nov). later phase is for other FI.

how about indirect way? get a decent cashback cc -> reload to BigPay Prepaid card -> pay school fees using BigPay card.

just because there is cc reload function and withdrawal feature doesnt mean you acn abuse it. there are policies, countermeasure, and enforcements.


similar to buying a super sports car. it's designed to go 400kmph, doesnt mean you can always drive 400kmph without breaking the local road laws laugh.gif

BNM Credit Card Guideline - Income Update
17 OCTOBER 2018

In line with Bank Negara Malaysia (BNM) Credit Card Guidelines introduced on 18 March 2011, the new minimum income eligibility for new credit card holders is set at RM24,000 per annum from RM18,000 per annum previously.

Information on credit card application, number of Cards and Credit Limit

For those holding credit cards and are earning RM36,000 per annum or less, they can only hold credit cards from a maximum of 2 credit card issuers.
In addition, the maximum Credit Limit extended to a cardholder shall not exceed 2 times of their monthly income per Credit Card issuer.
To ensure our cardholders are meeting this requirement, we recommend you to update or provide your latest income record. Click here for the Income Information and Declaration Form. You can submit the income Information and Declaration Form and your latest income document(s) to any nearest Maybank branch or email to mbbcardservices@maybank.com.my

Lesson from the 2010 card service tax
The Government had imposed annual card service, effective January 2010,of $ 12 (50 MYR) for each principal credit card and $6.01 (25 MYR) for each supplementary card, in an effort to encourage prudent spending.

The 2010 card service tax regime had witnessed a severe drop in the country’s new credit card issuance and cards-in-force (CIF). These numbers rose again after the abolishment of the card tax levy in 2015.

New cards issuance
From more than 2 million cards per annum, the volume of new cards issuance had dropped to circa 1.2 million new cards issued per annum between 2009 and 2011.

The 2010 new cards issuance volume had dropped by a whopping 44% vs.2009. When the service tax was abolished in 2015, the new cards issuance volume returned to the 2 million cards by 2017. The 2015 new cards issuance volume had increased by a whopping 46% vs. 2014 (1.81 million cards issued in 2015 vs 1.24 million cards in 2014).

Cards in force (CIF)
In the case of the CIF, it had breached the 10 million mark in 2008 and 2009, before dropping to circa 8 million cards in 2010. The CIF has now returned back to 10 million cards level in July 2018.

Credit card limit
Despite the significant drop in CIF between 2009 and 2010; from 10.8 million cards to 8.5 million cards (a drop of 21%), it was observed that the average credit limit per principal card had increased. What this alludes to is customers were cutting off their “excessive’ cards, rather than totally closing their credit card accounts with the issuers.
