It's already mentioned in their exclusion list since day 1... Mobile bills payments will not be entitled for 5% cash back.
The most is only 2%: 2% Cash Rebate on Mobile Bill Payments [MCC: 4813, 4814, 5968] via Standing Instruction

Else, 0.2%.

They will send to you but gotta wait 6-8 weeks after card's approval to have the vouchers reach you.

Yes, Grab has cash back now. Just like previously which used to entitle for cash back.
Anyway, it has 1% border charges fees, I still stick to my YOLO and AmEx for Grab.
