Not sure if can hard lock as u mentioned but if u are using norton anti-virus, there are options for u to lock the device if SIM is removed or changed and wipes all data after 10 failed unlock attempts.anyway, we shall try it out after we get our S8. btw, can the latest Samsung phones like S7E and Note 7 be hard-locked by owners?
