You need a dedicated graphic card for R5 3600. Get a better power supply unit. Buy all part online for cheaper price.

Within your budget? Yes.
16GB of RAM will be more than enough for casual Photoshop.
You can spend the extra money on faster RAM.

You can overclock the RAM with a B450 motherboard.
2666MHz --> 3200MHz
Mine CL16
2400MHz --> 3200MHz
