Just wait until you have enough money to build a proper rig. The price always fluctuate. You don't even have a budget in your mind.

3700X 3800X - The biggest difference is their base clock. Not worth the price differences.

Just overclock the 3700X and slap aftermarket cooler.

Photoshop still can work with a budget entry level graphics card. The minimum amount of graphics processor VRAM required for Photoshop is 512 MB. The recommended amount of VRAM is 2 GB or more.

3D modelling favor both CPU and RAM. The GPU mostly for displaying your model. If you have extra extra extra budget then go for professional grade GPU.
