Happened to my too with Kryonaut, stopped using that for my Ryzen no matter how good is it, switched back to older tube inferior MX-4. I do use the Kryonaut on GPU, not bad!

Thinking of pulling the trigger on the $340 5800X, coming from 2700X.
Or maybe I'll wait and see Zen 3D.

I think your Strix B450F will still support your 2600X. Not so sure about Zen 1 CPU.
I myself updated my Strix X470I and it still works with my 2700X.

In that config I wouldn't bother with any air cooling and go for AIO, that's saying from someone who air-cool my own 5600X.
There's barely any space for air enter between the GPU backplate and CPU cooler right? The air intake from bottom be blocked by the PCIE ribbon cable, at least that's how I imagine it.

The CPU will just recapture a lot of waste heat from either itself or the GPU while gaming, and that's made worse by slim fan and low profile heatsink.
The low profile cooler excel on sandwhich cases where they can intake fresh air straight from the side panel of the case.

If that's the case maybe you might want to reinstall the cooler to check if there is enough pressure on the CPU and switching off PBO. For me acceptable if temp doesn't spike higher than 85C during normal usage.

What's the all core clockspeed like at 95C during benchmark?

Yeah, better use a better cooler like the tower cooler you mentioned.

5800X or 5900X, not 5800X3D since your issue is high CPU usage when multitasking

you are not aiming for high FPS for a RTX 3090.
