Nevermind, I searched V9.5.6.0 MHOMIFA together, it seems to have existed previously, but the en.miui.com forum does not post the ROM any more or topic of discussion. It may have been pulled back by Xiaomi due to problems. http://en.miui.com/forum.php?mod=viewthrea...5.6.0%2BMHOMIFA
I think you have no choice but to get a different ROM

I searched MHOMIFA if your's is kenzo should be Redmi Note  3 SD ROM V9.5.3.0.MHOMIFA
Then I searched V9.5.6.0, that only result in the following version MIUI 9.5 Global Stable V9.5.6.0.MHRMIFD Redmi Note 3 SE. This is not Kenzo, this is SE edition.
I also searched MMB29M, that also returned result for Redmi Note 3 SE edition. But that is only of somebody complain of a problem with the update causing lost of 4G signal.

Please check the serial number at the back of your phone.
Mediatek 2015617 or 2015611, Snapdragon 2015116 or 2015112, Special Edition 2015161.

Link to various ROMs for Kenzo (Snapdragon) Whichever you choose, make sure it is ROM Global Stable fastboot. Only that would work with Xiaomi Flash.

So I had it upgraded from 8.0.1.0 to 8.0.6.0 then to 9.2.3.0 then to 10.2.1.0
8.0.6.0 doesn't seemed to bring much changes.

But both 9 and 10 seems to bring way more sluggish UI experience, especially MIUI 10.
And not to mention, battery drain increased tremendously with each new version.

Now I want to downgrade back to possibly MIUI 8.

How do I do this?

I read about all this ADB, Fastboot thing but no place offer 1 consistent solution with each having some variety to their methods. As expected, I know no 1 place on the net can usually be sufficient to guide one big undertaking like this.

So what's the consensus and advices from those of you who knows this well.
Is it possible or not possible or extremely risky and troublesome to downgrade?
I don't suppose there is 1 downgrade solution that can do it without factory reset and losing all data & settings?
And it seems Xiaomi implemented some sort of restriction that can brick your phone if you downgrade using those flash tools?

redmi note 3 doesnt have downgradr protection, you can downgrade and flash older rom anytime
but on the point if data, losing data will be a normal thing when downgrading
especially data from apps that no longer supports older android version

best option: custom ROM
there are limitless options
if you like it light and easy, not feature pack, then basic ROM like xiaomi.eu rom.suffice
feature-packed ROM like resolution remix is a highload rom for fancy people

if rooting and custom rom doesnt sounds like you type, then
stick with current rom is the next option
backup your data, wipe you phone, factory reset
and reinstall everything. thia usually get rid of those pesky things and apps that slows down the phone and drains battery

this is mostly not the phone's fault, it ia use fault
factory reset usually fix 95% of the problems u mentioned
