I suspect this is nominal gdp. No matter what nominal gdp sure increase over time. But real gdp takes into consideration inflation. When you calculate in inflation, a lot of the numbers will sure reduce.

GDP = C + I + G + (X - M)

where:
C = consumption
I = private investment
G = government spending
X = export
M = import

Consumption and private investment were down last year. But government spending probably increased last year, due to construction of MRT, Pan Borneo Highway etc.
