Well, yours an AP set right. If from Mi Malaysia, the Mi Max can support webe 4G band because after I checked with Malaysian Xioami website , I found this:-

you know checking the coverage on their official website wouldn't kill you

i don't think there are two different chips for china set and local set for Mi Max.
Since Redmi Note 3 Pro is also using SD650 while various SD652 also supported LTE B5, there should be no issue for all Mi Max model to support LTE B5 even though it is china set.
i think you might be confuse with the china website and malaysia website but there are only two CPU models for Mi Max, which are SD650 with 32GB ROM + 3GB RAM and SD652 with 64GB ROM + 3GB RAM or 128GB ROM + 4GB RAM.
for those who own Mi Max china set, you can try install LTE discovery or any LTE band detection apps and you should be able to check whether you are able to connect to LTE band 5 for webe or not.
dial *#*#4636#*#* to force your phone to connect to LTE only in order not disturb by the network switching back to 3G.
