actually i find it a bit strange that land held under dbkl can be sold.
isn't it suppose to be some community development that the council is suppose to undertake for the city instead?
dbkl should not be a profit driven 'company'/department.
their core services should be betterment of the city.

In mature city, redevelopment is popular. Developer never run out of land for project e.g NYC, London, HK, SG, Tokyo, etc.
