That means 10% downpayment no refund, only refund you 1% right

I don't think this is how PPC operates.

The last few properties launched in Parkcity were all pay 10% first then sign the SPA.

Correct me if I am wrong please.

Under the usual process, buyer shall sign S&P only after loan approval. Just submit the booking form / letter of offer to purchase together with other required docs for the loan application.

Bank can process pre-approved loan based on the estimated loan amount. As long as the actual purchase price do not exceed the estimated price then shouldn't be any problem.

Worst case loan rejected after pay 10%, I think ppsb can only forfeit the 10% of what you pay. I.e. 1% of the purchase price.

As what i understand, is only bumi quota for developer to sell at least 30% to 50% (depends on which state)to bumi buyer. After completion can sell to anyone. Even can sell to foreigners. No restriction. That for freehold title.

If it is a leasehold land, then if bumi bought from developer bumi lot then they only can sell to bumi thereafter. Nowadays they can get state consent to enable them to sell to non bumi. But not aure how they do it. Malaysia boleh.
