OR...should i wait for zen to come out? i heard rumors saying it is more power efficient than intel?

GTX970 - obsoleted? new? used?
8GB DDR4 - around RM 250
H110 - around RM 250
PSU - around RM 250
Total up will be around RM 1250 excluding the GPU, I don't think you are able to find a GTX970 at RM 250
It is kinda pointless to talk about power efficiency when you are being restricted by your budget, moreover, modern Intel CPU is good enough in this aspect, what you need to focus more is getting a more balance setup, i3 + GTX970 combo is likely to create some CPU bottleneck symptoms in heavy CPU oriented games.
Low cost AMD Ryzen is scheduled to debut much later than the high end Ryzen so that's another lengthy period of wait FYI, we don't even have a confirmed time frame for high end Ryzen CPU launch.
