That was the HLB practice earlier, ie when you cancel the card the cash back will be paid to bank account that you need to provide to them.

Nope, if you used the card after they charged the annual fee, they will insist you pay the annual fee. If you don't used it after annual fee imposed, you can cancelled it after you get the cash back, without incurring annual fee charges
