POSB/DBS allows you to open just with IPA letter and passport and $0 initial deposit. Any other banks require you to have a bill statement indicating your residential address(even rental agreements not considered), the actual Work Permit Card, as well as minimum $1000 initial deposit.

MoM hike in my opinion makes it even harder for foreign talent to enter. This means, they really want experienced people working in the exact work environment where they need the manpower or expertise. Fresh grads or junior workforce, will find it even harder to enter because it will be harder for employers to justify to MoM to employ fresh foreign talents, and it will also be harder for them to offer that much to a foreign talent, more so, if he/she is still relatively new to the work field.

Of course... Job banks i think also advertises private company postings. Its mainly to open the job to locals before the company can start seeking foreign talent should there be no locals applying. But i just have a feeling that the employers have their way around that....

OCBC needs work permit and bank statement/phone bill. i think now there is no bank which allows you to open as a non-sg residing foreigner. even POSB needs at least rental agreement.

i also just put my Malaysian details.. i'm not sure whether having local details helps or not. but i didnt have and it didnt seem to matter, i still got offered anyway. yup, try to apply more.. tailor your resume and cover letter for each company you try and whenever possible, send through email rather than job sites.. wish you the best~!!
