I ever encounter this issue with certain rig, voltage fluctuation during oc. It 'could' be caused by bad cap.
The identified bad cap was replaced and the system was rock stable again. Just my past experience. My budget is around RM400 - 600. I hope to get Vista running with Aero.

if it's agp, looking at ur budget, get a galaxy 7600gt. looks affordable to u + it support vista. my recommendation is get it from mika. he's a good seller. bought 2 gc from him.
