This may cause by PSU but not sure why.I also facing this problem before,the casing was charged with electric too. But after a while the electric was gone and back to normal already.

No need to seek high performance ram and don't spend a lot of money to get good PSU.
I miss my socket 478 hardwares.

No one here can get 4GHz with their mobos except you.
