If you haven't bought the mobo yet, you can consider switching to i7 6700 + B150 instead, price is/or slightly cheaper than Xeon + C236 combo.

i7 6700 is slightly faster than Xeon E3 1230 v5 (+0.2GHz turbo boost) and comes with a pretty powerful iGPU (HD 530) which can be used as the backup when your main GPU goes haywire.

You lost 1 cooling fan and lower overclockability rate by going for mITX card.

The mobo itself is shipped with a PCIe 3.0 (x16) slot so yes it is compatible with any current modern GPU, if GPU makers decide to change to 4.0 in the future, it should still be compatible since all the PCIe generations are backwards compatible at the moment.

mITX is expensive to build, you need to sacrifice other parts to make way for the expensive mobo and casing (if you were to choose good-looking or premium mITX casing), some mITX casing require SFX PSU which is even more expensive to build.

Rig assembling normally is free in KV area, if you think the charges aren't reasonable, you can try to assemble yourself, plenty of tutorials online.

If change GPU and monitor to IPS only, then you need roughly RM 1150 (min), the total cost will change according to your product choice.

The estimated cost (RM 1150) is based on GTX750Ti and a Dell S2316H IPS monitor FYI.
