between xigmatek f1254 n cm, cm would b better but xigmatek has led while tat cm doesn't has any led. if u r not looking for any led fan then go for cm.
side panel usually is intake fan but in some case like urs then u try to put it as exhaust fan so tat the heat from ur gc will b suck out instead of blown into ur casing.

the design is damn good but the speed is damn slow
i already remove the temp sensor but the speed highest can reach 500rpm but most of the time just between 100rpm tp 200 rpm..
silverstone suscool the speed is tat fast only if i'm not mistaken. u can try to connect the 3/4 pin power through ur motherboard then u can adjust the speed of the fan. then u try to adjust to the max.

RM30 i would say go for Cooler Master 120mm 90CFM fan although it is not 90CFm but it is a good budget fan.
