There is a definite possibility of what you described...especially for those who have been identified as regular importers; some regular importers have been given the runaround and a hard time for mods and tanks as well. It's in Kastam's power to do so.
Last year I received 2 bottles of Philippine juice from a fellow-brewer, both zero nic. Maybe I was just lucky. But the buko pie and ube juice was horrid...maybe Kastam didn't like the taste. LOL!

What to do? Yer pays yer money and u takes yer chances. I hardly think it's worth the potential hassle. But at least if it's zero nic juice, you have some legal recourse to demand that it be released (after how many donkey's months testing etc).
And yes I still swing several metal detectors. It's been my hobby since b4 i took my first puff of an e-ciggy. Got a promising spot for me to beep n squawk at?
