Why keep torturing yourself. I remember you said your Windows had many issue.

Just format and fresh install. Your torturing will gone by doing this.

Have you tried other app to open large image? In case the issue is with that app.
Such as Irfan View or even Windows own Paint.

Try windows 10 built in photo apps, with paint can open

Then likely that app is the problem. Also how you can still have that Windows Photo Viewer with Windows 10. To be honest I thought this app already discontinued . Can't find it in my Windows 10.

If you upgrade from windows 7, it still remain
But if clean install windows 10, or pc come with windows 10, is hidden
Because some registry is missing

IrfanView is way much better, more lightweight and load much faster than Windows Photo Viewer. Windows Photo Viewer I have issue open large photo previously in Windows XP.
