In busy and dense area, it is of course more economical to build underground than elevated because to build elevated in the city area, you need relocation, demolition which if you look at overall situation, underground can avoid these.

However if lower density area, obviously elevated is the choice.

I remember watching Discovery channel program about SMART tunnel, they mentioned that land law in Malaysia is in such, where your land ownership goes all the way down, which means if someone want to carry out tunneling work underneath, should get consents from the land owners above. That explains why the SMART tunnel is actually curved (which follows on government lands, like highway and next to river) avoiding all private lands. idk how far is this true,

Digging is too general. Tunneling is a very specific way of engineering.
Open trenching is also digging. Tunneling you don't see the daylight.
