For new MNP port in, it will normally take 2-3 working days for the bank to reset their telco profile.
Alternatively, you may contact the bank & request for the telco profile update to expedite on this.

Because someone told me I need to finish using the amt within 7 days, which I don't think is right.

No need to finish the credit in 7 days.
I used to transfer RM100 to another Hotlink number and leave it there to use until it goes low.
That will take a few months.

You can leave balance of RM1 to keep the service active and make sure your service is active throughout the process of port out which will take 48 hours. If you have excess credit, you can share the amount to other Hotlink users by dialing *100# > Top Up > Share A Top Up.
