You are not understanding that site correctly

That is a guideline on the eligibility of the passes
ie. if you are 3.3k and PMET, you qualify for an EP (but not guaranteed it)

It does not state that because you are PMET, you deserve 3.3k and an EP

If your boss tells you to get a promotion, you need to be XXX certified
But that does not mean if you are XXX certified you instantly deserve a promotion
