This is the outcome but PayPal is still helping to dispute.
I did raise the case to PayPal since he is a verified buyer, validated mailing address, acknowledged of signature why still favour to fraudster's bank?
For now chargeback and scam is at alarming level, everyweek also got case. Better not accepting credit card and PayPal for this moment.

Sorry to hear that. We already discontinue the use of Paypal for our business long time ago as Paypal always favor the buyer rather than the seller.

No other choice to use PayPal, if you are using direct payment gateway which is even worse. Nobody can help you once the bank closed the case.
We had problem with Hong Leong payment gateway before, zero protection to seller that's why we go for PayPal.

its because of such shits that a lot of sellers overseas dont accept Malaysia credit cards or even malaysia addresses.

You are a reputable online seller and cant take other gray area action.... if I kena scam I sure pay extra money to send some ppl to visit them...

Actually to hell online payment, credit card payment, cod. Even when you are selling at marketplace and you allow cod, if thats a scammer you are dealing with, he will file dispute with the bank saying that he didnt receive the cod item. Yes was being stupid not getting any signature and name during cod but hell, i never thought even in cod such thing could happen.

Bank is helping the scammer. I cant even contact the scammer now.. Haih the damage is done

Maybe paypal won't bother doing anything since the chances of him charging back is small. If he keeps on charging back, then paypal will sure target him.

Yeah ? Maybe not. The fraudster im dealing with bought many things from marketplace and filed dispute for all of them. And yet the issuer bank favors him. I cant even get the details of the scammer. His number no longer contactable and i cant be sure whether his name were real or not

I am still wondering why many sellers are still wanna use Paypal as their payment partner.

The reason PayPal able to survive because they got take a bit more responsibility than local card payment gateway services.
Look at the charges and the service level provided by local player, many sellers have no choice but stick to PayPal.
For example if you look at Lelong Netpay service agreement, the protection is only to protect the buyer not seller unlike last time Safetrade.com.my.

I read one post here before and we taught the seller to report to police and sent over the report to the merchant to raise the concerns and at the end, the seller won the case and the merchant released the funds to the seller.

You will need to fight for your own if all shipments are properly documented and you can show the shipment evidence.

I did report to local police before, in the end PayPal freezed my account for god sake half a year.
That's how they providing their service, they even banned my credit card.

You meant the bank banned your credit card or PayPal?

For PayPal, no matter how good you keep the proof of shipment, they are in favour of buyer before you. Unlike local merchant, you have to fight.. For PayPal, no way.

Paypal banned my credit card; which means if other seller sent me an invoice to make payment my card will be block to make the payment.

Just don't use it la.

TS was able to counter back claim with PayPal?

Nothing can be done, PayPal even locked up our account for 6 months when we pursuit further for the issue.
We have show them all the evidences, but still they decided to side the buyer.

On another occasion in this year we have another case happened, a buyer bought our product later on claimed not authorised payment.
This time they siding the seller, by telling us they are doing our favour.
They should not said doing our favour, we as seller did nothing wrong by follow all the guideline set by PayPal. They should protect us, not the scammer.

Until today Lelong Netpay still do not want to protect their seller, this screen capture took in 2014.

Why Don't stop to use PayPal. PayPal is being using by scammers to scam sellers and PayPal is the mid party to earn both through.

We can't get away from PayPal, since this is the only medium overseas buyer have faith on it.
Local payment gateway also shift the blame to seller if anything bad happened, they want to make money but they want to have responsibility even though the transaction approved by them.

If sellers decline to do the business with PayPal, and they have no business and buyers can't spend on PayPal too... So this creates no business to PayPal and I am sure if all sellers pakat, you all will be awarded one day with this way.

Our country is too small to have a voice, it does not works.
There is no other big brand payment gateway can give formidable fight with PayPal, yet.
