This is the outcome but PayPal is still helping to dispute.
I did raise the case to PayPal since he is a verified buyer, validated mailing address, acknowledged of signature why still favour to fraudster's bank?
For now chargeback and scam is at alarming level, everyweek also got case. Better not accepting credit card and PayPal for this moment.

No other choice to use PayPal, if you are using direct payment gateway which is even worse. Nobody can help you once the bank closed the case.
We had problem with Hong Leong payment gateway before, zero protection to seller that's why we go for PayPal.

No action taken, he is still running free. Even PayPal is protecting that scammer!

The reason PayPal able to survive because they got take a bit more responsibility than local card payment gateway services.
Look at the charges and the service level provided by local player, many sellers have no choice but stick to PayPal.
For example if you look at Lelong Netpay service agreement, the protection is only to protect the buyer not seller unlike last time Safetrade.com.my.

I did report to local police before, in the end PayPal freezed my account for god sake half a year.
That's how they providing their service, they even banned my credit card.

Paypal banned my credit card; which means if other seller sent me an invoice to make payment my card will be block to make the payment.

bitcoin is useful but too volatile for now, still waiting for stable currency may be Jcoin from Japan banks.

Whoever can recover my money, I give him/her/them 50% of the amount.

Nothing can be done, PayPal even locked up our account for 6 months when we pursuit further for the issue.
We have show them all the evidences, but still they decided to side the buyer.

On another occasion in this year we have another case happened, a buyer bought our product later on claimed not authorised payment.
This time they siding the seller, by telling us they are doing our favour.
They should not said doing our favour, we as seller did nothing wrong by follow all the guideline set by PayPal. They should protect us, not the scammer.

Until today Lelong Netpay still do not want to protect their seller, this screen capture took in 2014.

May be they knew I going to blow them up?
We can't get away from PayPal, since this is the only medium overseas buyer have faith on it.
Local payment gateway also shift the blame to seller if anything bad happened, they want to make money but they want to have responsibility even though the transaction approved by them.

Our country is too small to have a voice, it does not works.
There is no other big brand payment gateway can give formidable fight with PayPal, yet.
