put yourself in the shoes of a citizen of that country.

if you spend on retails, that's local retail transaction for the local. But because your card was not originated from their country, it is considered as 'overseas' transaction.

Make sense?

Just move on and go for better card. With your spending power, there are a list of privileged cards waiting for you to exploit them to the max.

If there is no such pairing card promo on the bank's website, then it's usually the card agent who tried to sell you 2 cards (for more commission) instead of 1.

For such case, if you are getting something not what you wanted in the first place, just call up CS to complain and cancel it if you will.

However, I am a bit surprised that you are getting less card that what you expected. Usually it's the other way round.

If you are not willing to pay the AF, then just tell them you would like to cancel the card.
There is a chance you may get counter offer to waive the AF with conditions. Worst case, just redeem all your reward points and cancel it for real.

The way i understood it is,

1st year annual fee is definitely free.
but, to be eligible for subsequent year annual fee waiver (on the 366th day), you will need to ensure you have 3 usages every 60 days from your 1st year usage.

Ringgitplus can say what they what, ultimately it's Citibank who is providing you the card and uphold the terms and conditions, so best is to seek clarifications from Citibank.
