I believe it works like on-the-spot redemption.
You need to find merchant that accepts Citibank points.

If you have a saving/current account with Citibank, then you can pay off your Citibank credit card bill.
Otherwise, you have to do from other banks Internet Banking portal using Interbank Fund Transfer.
Or, pay using cash at Citibank CDM.

PBB tracks using MCC while Citibank & UOB track using merchant name.
Don't mislead people unless you have verified personally.

I used that card before at AEON supermarket and as far as I remembered there's no cash back from it.

All transaction to be counted must be posted by statement date.
It's like PBB.
Since it doesn't differentiate on specific days (i.e. weekends), it doesn't really matter if transaction and posting date.
