Because they want to only stamp the SPA until they got enough buyers. Otherwise they will be very stressed by cash flow problem.

If that's really the case, isn't the purchaser on the losing end?

They won't know what is the developer going to change/modify/add/remove ?

It is as good as signing on a blank piece of paper!

Pity those first time purchasers who dont know about this and bodoh-bodoh sign as per lawyer's instructions.
